विपक्ष ने जब इस मुद्दे पर आवाज़ उठाई, तब उसकी नीयत पर संदेह किया गया, आरोपों का मज़ाक उड़ाया गया। लेकिन गनीमत है कि विपक्ष झुका नहीं, डटा रहा और आखिरकार चुनाव आयोग को अपना फैसला बदलना पड़ा। छह दिन के भीतर आयोग ने स्पष्ट किया कि 60 प्रतिशत से अधिक मतदाताओं को अब दस्तावेज़ देने की ज़रूरत नहीं होगी। यह ‘यू-टर्न’ कई सवाल खड़े करता है।
सवाल यह नहीं है कि आयोग ने फैसला क्यों बदला, बल्कि यह है कि उसने पहला फैसला किस दबाव में लिया था? विपक्ष का दावा है कि यह पूरा मामला मोदी सरकार के इशारे पर खेला जा रहा था — यह संदेह यूं ही नहीं उठता। यदि तीन करोड़ से अधिक मतदाताओं की जांच का काम जारी रहेगा, तो यह भी तय है कि यह जांच निष्पक्ष और पारदर्शी होनी चाहिए, वरना लोकतंत्र की यह बुनियादी प्रक्रिया ही संदेह के घेरे में आ जाएगी।

यहाँ एक और चिंता की बात यह है कि बीजेपी जैसी पार्टी, जो ‘सबका साथ, सबका विकास’ का नारा देती है, उसे यह लोकतांत्रिक असंतुलन क्यों नहीं दिखा? क्या यह संभव है कि नई वोटर लिस्ट के जरिए विपक्ष समर्थित मतदाताओं को निशाना बनाया जा रहा था? यदि नहीं, तो फिर इतनी जल्दबाजी और दबाव में फैसला क्यों लिया गया?
चुनाव आयोग संविधान के प्रति जवाबदेह है, न कि किसी सरकार के प्रति। लेकिन पिछले कुछ वर्षों में जिस प्रकार उसकी निष्पक्षता पर बार-बार सवाल उठे हैं, वह एक बड़े खतरे का संकेत है। यह केवल बिहार का मामला नहीं है, बल्कि पूरे देश की लोकतांत्रिक नींव पर सवाल है। Election Commission under Modi government
